About the Board
The City of Portland receives approximately $1.7 million annually of federal funding from the Department of Housing and Urban Development (HUD) in the Community Development Block Grant (CDBG). The CDBG Annual Allocation Committee’s task is to make funding recommendations for the allocation of CDBG resources.
They are responsible for thoroughly reviewing and scoring each funding application based upon identified priorities and agreed upon scoring criteria. As a result of deliberation and scoring, they will make recommendations for resource allocations to the City Manager and to the City Council, both in writing and in person at a scheduled council meeting. Members serve terms of 1-3 years.
The 2022-2023 Mandatory Applicant Meeting will be held Thursday, October 14 at 5:00pm. This meeting will be held remotely via Zoom, pre-registration is required, registration link can be found on the CDBG page. Attendance will be required to submit a 2022-2023 Community Development Block Grant (CDBG) Application for the 2022-2023 program year.

CDBG Annual Funding Cycle
Below are the different phases of the current cycle, as well as meeting details. Specific program dates and details will be released in late October. The 2022-2023 program year will run from July 1, 2022 to June 30, 2023.

APPEALS PROCESSApplicants may appeal only the score they receive. Appeals must be based on a factual error that was made and that, if corrected, would result in a grant award or a higher award. Appeals must be filed in writing within 10 calendar days of the date upon which the Allocation Committee publishes scores.
